Understanding the SBIR Program

The SBIR program, founded over 40 years ago, is designed to fuel innovation within small businesses. It enables startups to conduct critical research and development (R&D), meet federal innovation needs, commercialize their technologies, and ensure inclusivity for underrepresented demographics in entrepreneurship. Today, 11 federal agencies participate actively in the program, creating vast opportunities for startups across multiple sectors.

Why Apply?

Before beginning your budget proposal, it is imperative that you research the maximum allotment for the agency you are applying for. Each agency varies and some have exceptions to the award cap such as the NIH (National Institutes of Health) where you can request more than the maximum amount with appropriate justification. As a general rule of thumb budgets should fall at or below the maximum award amount.

Phase 1 SBIR Grants Explained

Phase 1 grants serve as the entry point for most startups into the SBIR program. Their primary focus is on validating the technical feasibility and scientific merit of your ideas. While some agencies allow a direct leap to Phase II, veterans of government funding strongly recommend starting with Phase I to build credibility and set a stronger foundation for future phases.
